About this program
The Centers for Disease Control and Prevention's Office on Smoking and Health provides technical assistance grants to translate tobacco cessation science into public health interventions under Assistance Listing 93.348, with the most recent grant opportunity (CDC-RFA-DP-24-0056) closed as of April 24, 2024.
The program funds organizations delivering technical assistance and training to state tobacco control programs, territorial programs, and national partners on three core cessation priorities: promoting health systems change to integrate evidence-based tobacco dependence treatment into routine clinical care; improving insurance coverage of FDA-approved cessation treatments and increasing their use; and supporting state quitline capacity and reach, particularly among populations experiencing tobacco-related disparities. Recipients translate cessation science into training, implementation support, and capacity-building for state and territorial partners rather than conducting primary research or direct patient care.
All awards under this program are structured as Cooperative Agreements. The program portfolio shows limited recent activity: one award of $1.575 million was obligated to the American Lung Association in September 2019 (completed September 2024), providing technical assistance to state tobacco control programs and health systems on integrating tobacco treatment strategies into health systems policies and routine care workflows. The award cadence does not support a pattern of regular annual funding in the recent period.
The CDC is the sole funding agency under this Assistance Listing. Cooperative agreement periods run up to five years with 12-month budget periods, subject to satisfactory progress and fund availability; non-competitive continuation is permitted after initial award.
The most recent posted opportunity, CDC-RFA-DP-24-0056 (Building Capacity to Increase Commercial Tobacco Cessation), closed April 24, 2024, and projected three awards at $300 thousand per 12-month budget period over a five-year performance period. Applicant eligibility is unrestricted and includes state governments, nonprofits, tribal entities, higher education institutions, and for-profit organizations. An earlier opportunity (CDC-RFA-DP19-1904) closed May 13, 2019, resulting in the American Lung Association award. No current open solicitations are listed.

- Description
The recipients will provide technical assistance to CDC, state tobacco control programs, and other partners by translating the science of tobacco cessation into public health interventions that lead to an increase in number of U.S. adult smokers who try to quit and who succeed in quitting. CDC's Best Practices for Comprehensive Tobacco Control Programs outlines three broad goals for state tobacco control programs' cessation activities : (1) promoting health systems change; (2) improving insurance coverage of proven cessation treatments and increasing use of these treatments; and (3) supporting state quitline capacity. Through this funding opportunity, the Office on Smoking and Health seeks to continue to provide technical assistance and training to state tobacco control programs and their partners related to these activities to increase smoking cessation rates through implementation of effective population-based cessation strategies, while recognizing that in practice the three areas overlap.
