About this program

The Department of Education Office of Special Education and Rehabilitative Services funds the PROMISE program (Assistance Listing 84.418) to improve education and post-secondary outcomes for children ages 14–16 who receive Supplemental Security Income, though the program has not made new grant awards since February 2017.

The program supports coordinated service delivery and family engagement across multiple federal and state programs—including special education under the Individuals with Disabilities Education Act, vocational rehabilitation, Medicaid home and community-based services, Job Corps, Temporary Assistance for Needy Families, and workforce-development initiatives. Recipients tie SSI-eligible families into services for which they qualify but are not yet accessing.

Eight Project Grants totaling $212.5 million in federal dollars obligated were awarded between October 2013 and February 2017, with six awards issued in the initial funding cycle in 2013. The Department of Education Office of Special Education and Rehabilitative Services funded all eight awards, obligating $200.8 million across seven grants; one $11.6 million award came through the Department of Education broadly. Representative recent awards include the Arkansas PROMISE program ($35.7 million, October 2013, completion September 2020), Maryland PROMISE ($28.3 million, October 2013, completion September 2020), and Wisconsin PROMISE ($28.8 million, October 2013, completion September 2020). A technical-assistance center award to AUCD PROMISE TA CENTER ($2.5 million, October 2014) supported evidence and dissemination activities.

The most recent award, issued in February 2017, obligated $16.9 million and completed in January 2020. All awards have reached their ultimate completion dates as of the source snapshot. The source does not document any recently posted grant opportunities or active solicitations.
