About this program

The Department of Education Office of Elementary and Secondary Education distributed Recovery Act formula grants under CFDA 84.387 to support education services for homeless children and youth, with the most recent award activity on February 17, 2009.

This program is inactive and no longer pursuing new applicants. All 52 documented grants were awarded in a single tranche on February 17, 2009—over 17 years ago—with project completion deadlines of September 30, 2010. No grant opportunities have been posted recently, and no awards have been made since the initial 2009 distribution.

The program funded state-level education infrastructure and local educational agency (LEA) subgrants to establish homeless education coordinators, develop state education plans for homeless children, and support direct educational services to homeless youth. Actual awards ranged from approximately $169 thousand to $13.8 million per recipient, reflecting formula-based allocation across states and territories. Representative awards included Formula Grant S387A090005 ($13.8 million), S387A090033 ($6 million), and S387A090045 ($5.5 million).

The program operated entirely through Formula Grants—all 52 awards (100 percent) were formula-based, distributed by the Department of Education with no other federal agencies participating. Combined federal dollars obligated totaled $68.4 million across the single award cycle, representing stimulus funding from the American Recovery and Reinvestment Act. The distribution was formula-driven rather than competitive, so typical award magnitude cannot be inferred from competitive selection but rather from legislated allocation methodology.

Do not pursue this program. It was a time-limited Recovery Act funding vehicle, not a recurring grant program. Active funding ended in 2010, and the source provides no indication of reauthorization, continuation, or new solicitation cycles.

Objective and description
