About this program

The Department of Education Office of Elementary and Secondary Education distributed the last Reading First State Grants award on July 1, 2008 (CFDA 84.357), making this program inactive for grant-making purposes. The program funded state and district reading intervention programs for kindergarten through third grade students based on scientifically based reading research, with emphasis on teacher professional development to support early literacy instruction.

The program operated from 2002 through 2008, disbursing 369 total awards worth $4.64 billion in federal dollars. Award volume remained consistent during the final five years of operation, averaging approximately 53 grants annually from 2004 through 2008. The Department of Education Office of Elementary and Secondary Education was the sole funding source across the program's lifetime.

The assistance-type portfolio consisted predominantly of Formula Grants (106 awards, 29 percent) alongside Project Grants (263 awards, 71 percent), with formula grants representing the majority of recent awards from 2007 forward. Recent award values ranged widely, from under one million dollars to over $47 million, reflecting state-level variation in enrollment and funding allocation. Representative awards include a $47.365 million formula grant (S357A080005) awarded July 1, 2008; a $74.761 million formula grant (S357A070033) awarded July 1, 2007; and a $41.098 million formula grant (S357A080045) awarded July 1, 2008.

No grant opportunities are currently open under this listing. The program has not issued new solicitations or awards since its final funding cycle concluded in fiscal year 2008. Organizations seeking federal reading intervention or early literacy funding should evaluate active Department of Education programs in elementary and secondary education or competitive literacy-focused grant lines.
