About this program
The Department of Veterans Affairs National Cemetery Administration (CFDA 64.202) provides Government-furnished headstones, markers, medallions, and Presidential Memorial Certificates to memorialize deceased eligible Veterans, Servicemembers, their spouses and dependents, and other qualifying individuals in national, state, tribal, and private cemeteries worldwide, with no application deadline as this is an ongoing entitlement program rather than a competitive grant solicitation.
This program operates as a direct-service entitlement rather than a traditional federal grant program. Eligible applicants—family members, personal representatives, or other authorized individuals—submit claim forms to obtain memorial products for deceased individuals who meet eligibility criteria under Title 38 (generally Veterans, active-duty Servicemembers, Reserve component members, surviving spouses, certain children, and Union and Confederate Soldiers and Sailors). The VA provides written notification for denied claims and requires claimants to initiate appeals through Title 38 appeal authorities when necessary. The program does not award discretionary project grants or cooperative agreements; instead, it supplies tangible memorial products at no cost to applicants for eligible decedents.
The source material does not report a grant-award portfolio, recent award amounts, award cadence, funding concentrations among sub-agencies, or representative recent awards. No competitive grant opportunities are posted or pending—this is an ongoing, non-competitive entitlement program administered directly by the National Cemetery Administration. The program's scope, eligibility, and operational mechanics are set by statute (Title 38), and applicants claim benefits by submitting required documentation rather than responding to time-limited solicitations.
Organizations pursuing federal grant funding should note that this program does not distribute discretionary federal grants and therefore falls outside the typical federal grants funding model. It functions as a direct veteran services benefit administered by the VA rather than as a competitive or formula-grant opportunity.
