About this program
The Department of Veterans Affairs National Cemetery Administration operates the National Cemeteries program (CFDA 64.201) to verify military service, determine burial eligibility, and schedule interment for eligible Veterans, active duty service members, family members, and certain others in VA national cemeteries.
This program does not operate as a grant-funding mechanism. The National Cemetery Scheduling Office verifies eligibility through a determinative administrative process rather than funding external projects or organizations. Eligible applicants — Veterans, spouses, children, and authorized representatives — submit VA Form 40-10007 to obtain pre-need burial eligibility determinations. The program does not award federal dollars to recipients; it delivers a burial scheduling service directly to individuals and families who meet statutory eligibility criteria.
Eligible populations include Veterans and active duty service members from all service branches (Army, Navy, Air Force, Marine Corps, Coast Guard, Space Force); Reserve and National Guard members who die on active duty or qualify for retirement pay; surviving spouses and minor or unmarried adult children of eligible Veterans and service members; and certain allied-nation military service members who were U.S. citizens at entry and death. Enlisted personnel who entered service after September 7, 1980, and officers commissioned after October 16, 1981, must have completed a minimum of 24 months of active duty to qualify. Hmong Fighters naturalized under the Hmong Veterans' Naturalization Act of 2000 who meet other requirements are also eligible.
Applicants may request supplemental review by submitting new evidence, request a higher-level review if they believe a determination was incorrect, or appeal to the Board of Veterans Appeals. Personal representatives, next of kin, funeral homes, and public assistance officers may file applications on behalf of eligible individuals.
Because this program delivers administrative eligibility determinations and cemetery scheduling services rather than project grants, research funding, or programmatic support to organizations, it is not a suitable funding vehicle for grant-seeking organizations. Business development professionals should not pursue this Assistance Listing.
