About this program

The Department of Transportation Federal Railroad Administration is funding projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail systems under the Consolidated Rail Infrastructure and Safety Improvements Program – Special Transportation Circumstances (CFDA 20.338), with the most recent grant awards made on December 1, 2025.

The program funds capital improvements to rail infrastructure including rail replacement with continuously welded rail, culvert and bridge rehabilitation, grade crossing upgrades, track structure repairs, and grade-separated crossings at rail-highway intersections. Recent awards show funding for projects such as replacement of 11.84 miles of worn-out main line rail with safety and capacity improvements; culvert replacement and drainage infrastructure upgrades along a 37-mile subdivision in South Dakota; elimination of safety hazards through track structure upgrades, switch replacement, and tie and ballast work on a regional railroad; and elimination of at-grade rail crossings through bridge overpasses to separate vehicular and train traffic.

All seven awards issued in the portfolio were Project Grants, making this an entirely Project Grant program. The Federal Railroad Administration is the sole funding agency, obligating $93.5 million in federal dollars across the recent award cohort, with an additional $23.4 million in non-federal cost-share from recipients, bringing combined obligations to $116.9 million. Award magnitudes range from $1.1 million to $48.4 million, with completion dates extending through 2037. Notably, two awards exceed $20 million: a $48.4 million grade separation project in Wyoming at BNSF Railway and a $27.8 million grade crossing replacement project also in Wyoming.

The program requires preapplication coordination and uses a three-part review process screening for completeness and eligibility, then evaluating technical merit and public benefits. Special directed funding is available for freight rail capital projects in South Dakota and Wyoming that appear on state rail plans and provide public benefits, and for freight or passenger rail-related capital projects in Alaska. The Federal Railroad Administration obligates funding through reimbursement against achieved milestones rather than upfront disbursement.

No current grant opportunities are documented in the source. The portfolio shows seven awards issued in 2025, indicating active recent deployment of funds; applicants should monitor the Federal Railroad Administration website for upcoming solicitations.
