About this award
The Federal Railroad Administration awarded the State of South Dakota Department of Transportation $1,098,615 on December 1, 2025, under the Consolidated Rail Infrastructure and Safety Improvements Program – Special Transportation Circumstances (CFDA 20.338) to conduct environmental review and construction activities replacing eleven culverts at four locations and installing two new culverts at one location on the Rapid City, Pierre & Eastern Railroad's 163-mile Pierre-Rapid City subdivision between Fort Pierre and Rapid City, South Dakota. The recipient will also upgrade one timber trestle to 286,000-pound load capacity on the same subdivision. The project objectives are to improve safety, resilience, and service reliability by replacing undersized and aging culverts with hydraulically optimized structures capable of accommodating future stormwater flows from the Bad River and Boxelder Creek basins and strengthening the identified timber trestle. By increasing culvert capacity at five critical locations and upgrading the timber trestle, the project will mitigate flood risk, reduce derailment potential, and ensure uninterrupted rail service for all customers along the corridor. The recipient conducted preliminary engineering and final design activities separately from this grant agreement. Performance occurs in South Dakota with an ultimate completion date of March 31, 2028. Funding is obligated through cooperative agreement as reimbursement upon achievement of project milestones.
