About this program
The Federal Motor Carrier Safety Administration (FMCSA) administers the Motor Carrier Research and Technology Programs (CFDA 20.239) to reduce crashes, injuries, and fatalities involving commercial motor vehicles through systematic research, technology development, testing, and deployment of innovative driver, vehicle, carrier, and roadside safety solutions. The program's most recent grant award was disbursed on April 17, 2013, making this program inactive for over a decade.
Grant activity has ceased. The program awarded seven cooperative agreements totaling $4.7 million in federal obligations across two periods: three awards in 2009 and four in 2013. No grant opportunities have been posted recently, and no awards have been made since April 2013.
The program funds field operational tests, onboard monitoring systems, heavy vehicle inspection studies, and technical assessment services for commercial motor vehicle safety programs. All awards have been structured as Cooperative Agreements, indicating collaborative research and field-testing relationships between FMCSA and recipients. FMCSA is the sole funding agency under this listing.
Representative awards illustrate the program's scope. A 2009 Onboard Monitoring System Field Operational Test received $3.5 million and ran through September 2014, the program's largest single award. A 2009 Cooperative Agreement for commercial motor vehicle safety program assessment and new program development received $899,967. In 2013, Specialized Heavy Vehicle Inspection Studies received paired awards of $45,000 each, alongside a Washington State–specific inspection study.
The program does not currently support active business development activity. No open solicitation is present. The absence of awards since 2013 and lack of recent grant opportunities suggest this assistance listing may be inactive or superseded by other FMCSA research funding mechanisms. Prospective applicants should contact FMCSA's Analysis Research and Technology Office directly to confirm current funding availability before investing proposal development effort.
Objective and description
- Objective
The Analysis Research and Technology (ART) Office administers FMCSA Research and Technology (R & T) Program. Through the R & T program, FMCSA seeks to reduce the number and severity of crashes to reduce injuries and fatalities contributing to a safe and secure commercial transportation network. The R & T program is targeting crashes involving Commercial Motor Vehicles (CMVs) and the efficiency of CMV operations through conducting systematic studies directed toward fuller scientific discovery, knowledge, or understanding, adopting, testing, and deploying innovative driver, carrier, vehicle, and roadside best practices and technologies, and expanding the knowledge and portfolio of deployable technology. The development, testing, and deployment of simple and advanced innovative driver/vehicle technologies and integrated IT solutions support the Agency's priorities by demonstrating new roadside safety technologies and operational concepts, accelerating the deployment of vehicle-based and other safety and security technologies. Also by managing IT projects that integrate data collected and exchanged by various information systems and networks, and providing technical support and assistance to States and the motor carrier industry.
