About this program

The Department of Justice Office on Violence Against Women funds establishment and operation of a national resource center on workplace responses to domestic and sexual violence through Assistance Listing 16.028, with a current open solicitation (O-OVW-2024-172233) due December 10, 2024.

The program funds development and delivery of information, training, and technical assistance to employers, labor organizations, and victim service providers on implementing workplace responses to domestic violence, dating violence, sexual assault, stalking, and sexual harassment. Funded activities include maintaining a national workplace resource website, providing training and technical assistance to employers and labor organizations, developing workplace policies and protocols on domestic and sexual violence, and producing educational materials and training resources for employers with fewer than 20 employees and underserved communities. Allowable costs include staff salaries, travel, equipment, printing, and other necessary expenses to develop, maintain, and disseminate materials and assistance.

The program operates exclusively through Cooperative Agreements. Four awards have been made since 2016, most recently in October 2022, with a combined federal obligation of $5.5 million. Recent award magnitudes show variation: the 2016 and 2021–2022 awards each obligated $1 million, while the 2019 award obligated $2.5 million. The Office on Violence Against Women is the sole funding agency under this program.

The December 2024 solicitation (O-OVW-2024-172233) is open to 501(c)(3) nonprofits, non-501(c)(3) nonprofits, other organizations, and tribal organizations not federally recognized. Applicants must demonstrate nationally recognized expertise in domestic or sexual violence, provide a plan to maximize outreach to employers and labor organizations, and propose development of materials and training addressing underserved communities. Applications must be submitted through Grants.gov and the Department of Justice's JustGrants system. Award length and funding amounts are specified in the annual NOFO; funds are released on an as-needed basis. Renewals are considered on a case-by-case basis. Recipients must comply with the DOJ Financial Grants Management Guide and retain financial records and supporting documentation for three years from final expenditure report submission.
