About this program
The Department of Housing and Urban Development Assistant Secretary for Policy Development and Research funds scientific research using natural experiments to evaluate the impact of local, state, and federal policies under Assistance Listing 14.524, with the most recent grant awards made in June 2011.
This program is inactive. No grant awards have been disbursed in the past fifteen years. The portfolio contains only three awards from 2011, totaling $597 thousand in federal dollars obligated, with individual award values ranging from $100 thousand to $250 thousand. The most recent opportunities on record were posted in early 2011 and 2012, with application deadlines in February and March of those years respectively. No current solicitations are open.
When active, the program funded evaluations of policy effectiveness using natural experiments, with particular emphasis on housing, homeownership, and community development policies within HUD's mission. Eligible research activities included evaluations designed to inform how federal agencies spend taxpayer dollars efficiently and to yield methodological advances applicable to additional policy problems. The program funded researcher salaries, graduate assistant support, protected research time, data acquisition, travel for data collection and conference presentations, transcription services, and interview compensation.
All three awards in the portfolio were Project Grants, with a maximum performance period of 24 months. Eligible applicants included nonprofit organizations, for-profit organizations, foundations, think tanks, consortia, and accredited institutions of higher education; HUD did not fund individual researchers directly and did not pay fees or profits to for-profit entities.
The program appears dormant. While the underlying Assistance Listing number persists, no opportunities have been posted since 2012 and no awards have been made since 2011. Organizations interested in HUD policy research funding should monitor HUD's research office for reactivation or consult current funding announcements in housing and community development research.
