About this program

The Defense Human Resources Activity funds intensive English language professional development for U.S. citizens who are native speakers of critical foreign languages through the English for Heritage Language Speakers (EHLS) program, CFDA 12.554, with the most recent grant award made in April 2018.

The EHLS program selects scholars annually for an eight-month English for Professional Purposes curriculum designed to reach ILR Level 3 proficiency. Participants are primary speakers of critical languages preparing for federal government careers. The curriculum integrates language instruction with analytical and critical thinking skills typical of the federal workplace, culminating in a capstone analytical research project on a topic provided by a federal agency mentor. Scholars develop papers and presentations under federal agency guidance. Application review through the Center for Applied Linguistics (CAL) takes approximately 90 days from submission to award, employing academic peer review with one federal reviewer per application. Renewals are negotiated through CAL and conducted annually based on performance.

Eligible applicants are accredited U.S. institutions of higher education as defined in Section 1201(a) of the Higher Education Act of 1965, including both two- and four-year colleges and universities, public and private. Federal government schools are ineligible. Other organizations, associations, agencies, and foreign institutions may be included in proposals but cannot be direct grant recipients.

The program operates as a single Cooperative Agreement. The Defense Human Resources Activity obligated $111.7 million in federal dollars under one award, made to DLNSEO IIE in April 2018 with an ultimate completion date of April 2023. The portfolio contains no additional awards or open grant opportunities in the source material. No recent grant opportunities have been posted.
