About this program
The Defense Human Resources Activity awards institutional grants under CFDA 12.357 to support critical language education, study abroad, and intercultural dialogue for ROTC students, with the most recent grant award dated May 1, 2013.
This program funds university-based language training and cultural immersion for future military officers across Army, Air Force, and Navy/Marine ROTC cohorts. Project GO (Project Global Officer) provides institutional grants enabling universities to offer summer scholarships for critical language study and to build campus infrastructure supporting language instruction. All funded projects must incorporate a structured language component and study abroad component, with explicit pathways for Project GO students to achieve minimum ILR Level 1 language proficiency by graduation. Projects must also demonstrate strong recruiting and retention plans and document institutional commitment to cross-cultural competency in their ROTC population.
The program operates as Cooperative Agreements exclusively; the portfolio shows two awards totaling $248.5 million in combined federal dollars obligated. The Defense Human Resources Activity funded one award for $233.7 million (May 2013), while the Office of the Secretary of Defense funded one award for $14.9 million (September 2008). Grant awards are structured as one-year grants with renewal potential up to two additional years, and renewals are negotiated annually based on national program strategy, institutional performance, and fund availability. Award decisions apply competitive merit review by a panel including language acquisition specialists and military service representatives.
Eligible applicants are accredited U.S. institutions of higher education (both two- and four-year, public and private) that maintain an ROTC unit on campus and can demonstrate institutional capability in critical language instruction. Other organizations may participate as project partners but cannot serve as direct grant recipients. Federal government schools are ineligible.
No recent grant opportunities or awards are documented in the source. The most recent award activity ended in 2013, and the program shows minimal recent disbursement activity.
