About this program

The Department of Agriculture Foreign Agricultural Service administers the Quality Samples Program (CFDA 10.605) to reimburse U.S. entities for the cost of procuring agricultural commodity samples and transporting them domestically to the port of export and to the first foreign port of entry, with a Notice of Funding Opportunity (USDA-FAS-QSP-2027) posted on June 10, 2026 and due August 14, 2026.

The program funds the direct costs of sample acquisition and domestic-to-international logistics for entities marketing U.S. agricultural commodities to foreign importers. Reimbursable expenses are limited to sample purchase price and transportation costs to the first foreign port; FAS does not reimburse on-site technical assistance (which participants must provide at their own cost), onward transportation, or incidental costs such as inspection fees, tariffs, or demurrage. Exports must comply with cargo preference rules requiring at least 50 percent shipment on U.S. flag vessels; air cargo is prohibited.

The program has issued 60 Project Grants totaling $1.2 million federal dollars obligated since March 2024, with all funding provided by the Department of Agriculture Farm Service Agency Kansas City Commodity Office. Award frequency has declined from 26 in 2024 to 22 in 2025 to 12 through April 2026. Recent awards range from less than $1,000 to $75,000, with typical awards in the $15,000 to $35,000 range. Representative recent awards include $75,000 (March 6, 2026), $52,956 (April 14, 2026), and $29,581 (April 30, 2026).

Eligible applicants are U.S. private or government entities. Recipients must retain grant records for three years from submission of the final expenditure report, or longer if litigation or audit is pending. Extension requests require 45 days' notice before agreement expiration. An intergovernmental review under Executive Order 12372 may be required; applicants must contact their state's Single Point of Contact.

Description

The QSP is designed to encourage the development and expansion of export markets for U.S. agricultural commodities by assisting U.S. entities in providing commodity samples to potential foreign importers to promote a better understanding and appreciation for the high quality of U.S. agricultural commodities. The QSP is administered by personnel of the Foreign Agricultural Service (FAS) on behalf of the Commodity Credit Corporation. QSP participants will be responsible for procuring (or arranging for the procurement of) the commodity samples, exporting the samples, and providing the on-site technical assistance necessary to facilitate successful use of the samples by importers. Participants that are funded under this announcement may seek reimbursement from FAS for the sample purchase price and for the cost of transporting the samples domestically to the port of export and then to the first foreign port or point of entry. Transportation costs from the first foreign port or point of entry to the final destination are not eligible for reimbursement. FAS will also not reimburse the costs incidental to purchasing and transporting samples, such as: inspection or documentation fees, certificates of any kind, tariffs, demurrage, etc. Although providing technical assistance is required for all projects, the costs of providing such technical assistance are not reimbursable under the program.

Eligibility

Uses of assistance

Quality Samples Program funds are authorized through project agreements that include the maximum amount that may be reimbursed and identify terms and conditions pursuant to which CCC will reimburse costs. Under the QSP, participants may be reimbursed for certain costs of purchasing and transporting commodity samples. Although providing technical assistance is required for all projects, costs of providing the actual technical assistance is not reimbursed under the QSP.
