About this opportunity
The U.S. Department of Agriculture Foreign Agricultural Service is seeking applicants for the 2027 Quality Samples Program, with an application deadline of August 14, 2026, to fund U.S. entities in providing commodity samples to potential foreign importers and promoting export markets for American agricultural products.
Eligible applicants include federal, state, and local government agencies; non-profit trade associations; universities; agricultural cooperatives; and for-profit entities. All applicants must maintain active registration in SAM.gov before submission. Non-federal applicants are required to provide a minimum 10 percent cost share.
The program will distribute up to $2.5 million across approximately 20 awards. Individual project funding is capped at $75,000 for projects involving further processing or substantial transformation, and $15,000 for technical demonstration seminars. Reimbursable expenses are limited to commodity sample purchase prices and domestic-to-port transportation costs only; indirect costs, final destination transportation, inspection or documentation fees, and incidental charges are not eligible. At least 50 percent of cargo must be shipped on U.S. flag vessels, and air cargo shipments are prohibited.
Applications must be submitted through the web-based Unified Export Strategy (UES) system by 5:00 p.m. EDT on August 14, 2026, with subsequent tranches accepted through June 30, 2027. The application must include organizational information, market assessment with trade data from 2022–2033, detailed project information with sample descriptions and itemized costs, performance measures, and cost-share documentation.
FAS will conduct an eligibility threshold review followed by agency review using ten equally weighted criteria. Applications scoring below 70 points are ineligible for funding. Recipients must submit final reports within 90 days of project completion.
CFDA 10.605.
