About this opportunity

The Delaware Department of Education is requesting proposals for professional services to manage the Your Voices, Your Choices teacher-driven grant program, with proposals due August 27, 2026 at 2:00 PM and questions due August 7, 2026.

The selected vendor must design and operate a platform enabling Delaware teachers to submit project descriptions for literacy-related classroom needs, route approvals through district and school administrators, facilitate purchasing through multiple vendors offering competitive pricing, manage resource shipment to schools, and collect implementation data and educator testimonials. The program targets schools with historically low proficiency in English Language Arts, prioritizing elementary and middle school grades, with available grants up to $750 per teacher. The vendor must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence/$3,000,000 aggregate and either Medical/Professional Liability, Errors and Omissions, or Product Liability coverage of $1,000,000 per occurrence/$3,000,000 aggregate.

All administrative, platform, transaction, processing, shipping, fulfillment, and third-party costs must be disclosed in Appendix B with complete transparency regarding pricing basis, resource sourcing, rebates, commissions, markups, and whether unused project funds are retained or returned to the State. The State reserves the right to reject proposals with undisclosed fees.

Evaluation uses four criteria weighted equally or nearly equally: experience and reputation providing charitable donation platforms (25%), capacity to meet scope and state customization requirements (30%), demonstrated ability providing similar services with references (20%), and resource costs with clearly outlined pricing (25%). Responses to questions are posted by August 13, 2026, and estimated award notification is September 2026. The contract term is one year with potential month-to-month extension for up to three additional months. The vendor must provide weekly reports during the first 12 weeks and monthly reports thereafter, with a comprehensive final report due by February 28, 2027. No bid bond or performance bond is required, and the State will not pay proposal preparation costs.
