About this opportunity
The Maryland Department of Housing and Community Development is soliciting proposals for renewal of Xerox DocuShare software licenses and manufacturer maintenance and support under a Small Business Reserve procurement, with proposals due February 26, 2026 at 12:00 PM ET. This is a secondary competition restricted to authorized Master Contractors under the COTS 2012 Statewide Master Contract (060B2490021).
The procurement is limited to commercially available, off-the-shelf software renewal and excludes implementation, migration, customization, training, and professional services. The scope covers 25 DocuShare Client Access Licenses (DS CAL Core), 15 Read-Only Client Access Licenses (RO 1 CAL), and 2 Advanced Client Access License Packs (CPX CAL 10-Pack), all at current supported releases, together with manufacturer-provided maintenance and support including software updates, patches, security fixes, and technical support access. Amendment 1, posted February 23, 2026, mandates an upgrade to DocuShare Version 8.0 within sixty days of contract award as a condition of renewing manufacturer support; failure to complete this upgrade will result in discontinuation of manufacturer support services.
The contract period runs February 1, 2026 through January 31, 2027. Proposers must be certified small businesses meeting Maryland statutory requirements and authorized resellers of Xerox DocuShare. Proposals must include screenshots of the manufacturer's suggested retail price and remain firm for ninety calendar days after the due date. Multi-year pricing, if applicable, must be provided on a per-year basis. Evaluation criteria include compliance with licensing requirements, vendor authorization, service responsiveness and customer support, and price. Questions were due January 26, 2026. Proposals must be submitted through the State's eMaryland Marketplace Advantage (eMMA) e-Procurement system.
