About this opportunity
The North Texas Municipal Water District (NTMWD) is requesting proposals for water line cleaning services at the Wylie Water Treatment Plant under RFP 26-180-P, with proposals due August 27, 2026 at 2:00 p.m. CST. A pre-proposal meeting and mandatory site visit are scheduled for August 14, 2026 at 10:00 a.m. CST at NTMWD Water Operations Center and Wylie WTP, 851 Forrest Ross Road, Wylie, Texas.
The scope covers removal of calcium carbonate mineral buildup from an 84-inch Prestressed Concrete Cylinder Pipe and a 108-inch diameter pipe spanning approximately 650 feet. Contractors must remove an estimated 2-inch thick mineral layer accumulated on the top half of each pipe; the bottom half is largely blocked except for an 18-inch walking path. All work costs—labor, materials, equipment, transportation to disposal sites, and disposal fees—are included in the pricing proposal. Payment is Net 30 on NTMWD-approved invoices with 5% retainage throughout the project.
The contract term is 75 calendar days from Notice to Proceed, with work expected to commence November 2, 2026, subject to change. NTMWD reserves an option to extend the agreement for one additional year. Contract execution is anticipated in mid-to-late September 2026. Failure to complete within 75 days results in suspension of remaining operations; payment covers only acceptable work and applicable mobilization costs, excluding demobilization and remobilization expenses.
Contractors must maintain workers' compensation insurance; general liability of $1,000,000 per occurrence; business automobile liability of $500,000; and professional liability insurance of $1,000,000, with NTMWD designated as additional insured and waiver of subrogation required on all policies.
Pricing is weighted at 50 points; company qualifications and personnel experience, 10 points; methodology and approach, 20 points; and prior experience on similar projects, 20 points. Pricing proposals must remain firm for the duration of the agreement.
