About this file
Summary
This is a Request for Proposal (RFP) issued by the North Texas Municipal Water District (NTMWD) for water line cleaning services at the Wylie Water Treatment Plant. The project involves removing calcium carbonate mineral buildup from an 84-inch Prestressed Concrete Cylinder Pipe (PCCP) and a 108-inch diameter pipe spanning approximately 650 feet. The work requires removal of an estimated 2-inch thick mineral layer accumulated on the top half of the pipe, with the bottom half largely blocked except for an 18-inch walking path. A pre-proposal meeting and site visit are scheduled for Friday, August 14, 2026, at 10:00 AM CST at the NTMWD Water Operations Center and Wylie WTP located at 851 Forrest Ross Road, Wylie, Texas 75098. Attendance is highly recommended. Proposals are due by Thursday, August 27, 2026, at 2:00 PM CST, with submissions accepted electronically through ntmwd.bonfirehub.com or in hard copy to the Procurement Department. The contract term is seventy-five (75) calendar days from the Notice to Proceed, with work expected to commence November 2, 2026, though this date is subject to change. NTMWD reserves an option to extend the agreement for an additional one (1) year. Contract execution is anticipated in mid-to-late September 2026.
Pricing proposals must remain firm for the duration of the agreement and are weighted at 50 points of the evaluation criteria. The evaluation process also considers company qualifications and personnel experience (10 points), methodology and approach (20 points), and prior experience completing similar projects (20 points). Payment is structured as Net 30 on invoices approved by NTMWD and includes mobilization, demobilization, and water line cleaning costs covering labor, materials, equipment, transportation to disposal sites, and all disposal fees. A 5% retainage is held throughout the project. Contractors must provide comprehensive insurance coverage including workers' compensation, general liability ($1,000,000 per occurrence), business automobile liability ($500,000), and professional liability insurance ($1,000,000). All required policies must designate NTMWD as an additional insured and include waiver of subrogation provisions. Failure to complete work within the 75-day deadline results in suspension of remaining cleaning operations until the next scheduled shutdown, with payment only for acceptable work completed and applicable mobilization costs; demobilization costs and remobilization expenses are not paid for failure to meet the completion deadline.

NTMWD may, in its sole discretion, elect to issue changes or clarifications to the RFP. NTMWD will issue changes or clarifications in the form of a written addendum. Written addenda shall be the ONLY FORM of amendment to the RFP. Other written information or verbal communications shall not constitute a change to the requirements of the RFP. Addenda, if issued, will be mailed, faxed, and/or emailed to all known prospective Proposers prior to the date and time of the Proposal Due Date and Time.
It is the Proposer’s responsibility to ensure receipt of any addenda issued by NTMWD. Failure of any Proposer to receive any such addendum or interpretation shall not relieve the Proposer from any obligations under its Proposal as submitted. The Proposer must sign all addenda and return them with their Proposal. All addenda shall become part of the contract documents.
3. PROPOSAL PREPARATION
A. Submittals: Proposer must submit all Proposal Response Forms, plus all addenda, completed forms, and any requested information and documentation as part of its Proposal. Proposer’s failure to include all submittals may be cause to consider a Proposal non-responsive.
B. Endorsing the Proposal: An authorized officer of the Proposing Firm must sign the Proposal. Signature of the Proposal will signify agreement and compliance with all requirements set forth in this RFP except where properly noted in the Proposal Response Forms. Proposers that take exception to NTMWD’s General Terms and Conditions, Special Provisions, and/or Scope of Work shall do so at the risk of Proposal rejection.

Should any product be delivered or service performed which is not as the Successful Proposer has purported it to be in its Proposal, said Successful Proposer will be required to correct any deficiencies without additional cost to NTMWD.
E. Proposer Requirements: The Proposer must have demonstrated experience of a similar nature and scope in the successful completion of the services to be performed pursuant to the Scope of Work. G. Confidential or Proprietary Markings: Any portion of the Proposal that Proposer considers confidential or proprietary information, or to contain trade secrets of Proposing Firm, must be marked accordingly. This marking must be explicit as to the designated information. This designation may not necessarily guarantee the non-release of the information under the Public Information Act or as otherwise required by law but does provide NTMWD with a means to review the issues thoroughly and, if justified, request an opinion by the Attorney General's office prior to releasing any information requested under the Public Information Act.

SCOPE OF WORK
WYLIE WTP WATER LINE CLEANING
1.01 BACKGROUND
NTMWD conveys finished water inside an 84” Prestressed Concrete Cylinder Pipe (PCCP) at a rate of 135 MGD (million gallons per day). The pipe connects to a 108” diameter pipe where it combines with additional flows to carry 280 MGD. In 2024, Operations staff observed that the flow rate in the 84-inch pipe was restricted. When the plant was taken out of service, inspection revealed that the effective cross section of the pipe was reduced to 32 inches due to mineral build-up. A contractor was engaged to remove the mineral build up during the plant shutdown. Initially, the contractor used manual cleaning methods and ultimately switched to hydro blasting to remove the Calcium Carbonate buildup. Due to time constraints during the previous shutdown, the entire cross section of the pipe was not cleaned. Furthermore, an additional 2” of additional build-up (estimated) has accumulated since the previous cleaning.
NTMWD is looking for a contractor who can safely remove and dispose of the mineral build-up from the pipe with no damage to the pipeline.
2.00 GENERAL
2.01 SCOPE OF WORK
A. The work covered in this section consists of removing calcium carbonate buildup inside the 84” filter effluent line from the existing caustic injection manhole to the 84” X 84” tee, and into a 108” pipe that connects to a wye which leads to existing Clearwells. Drawings of the pipe are provided in Exhibit A.
B. The pipe system to be cleaned is approximately 650 ft long, and the calcium carbonate buildup is accumulated in an estimated 2” thick layer on the top half of the pipe, with the bottom half completely blocked except for an approximately 18-inch-wide walking path.
1. Progress photos from the previous cleaning effort are provided in Exhibit B.
2. Videos showing the final cleaned pipe after the previous cleaning effort, and a follow-up inspection in December 2025 after having the pipe in service for 184 days are provided in Exhibit C.
C. Contractor shall provide all necessary materials, equipment, tools, labor, and associated appurtenances for cleaning the pipeline as specified herein. Cleaning involves removing debris from the pipeline and offsite disposal of the debris.
D. The existing pipe is a prestressed concrete cylinder pipe (PCCP, type E-301). To avoid damaging the pipe, methods such as hydro demolition and manual mechanical cleaning methods are allowed. Contractor can propose other cleaning methods that must be approved by NTMWD. Cleaning methods involving circular cut-off saws and chemicals will not be allowed.
E. The Contractor is responsible for disposal of all material removed from the pipe, in accordance with all applicable laws and regulations.
F. After removing mineral build-up and a final inspection, the 84” filter effluent line shall be cleaned (power washed) and disinfected.
G. All operations specified herein shall commence when the Plant 3 shutdown begins. The plant is expected to shut down on November 2, 2026; however, this date is subject to change and will be coordinated with the Contractor. After the shutdown begins and NTMWD provides a notice to proceed, the Contractor shall complete the work in 75 calendar days or less.
Completion includes successful disinfection and passing bacteriological tests to return the pipe to service.
2.02 PROJECT DELIVERABLE AND REQUIREMENTS
A. The Contractor shall provide the following submittals and documentation:
1. Project Schedule
a. Submit a project schedule during the first week following the commencement of cleaning operations. The schedule shall identify the anticipated duration of the work and major project milestones.
b. Submit a revised schedule whenever the anticipated project duration or completion date changes from the previously submitted schedule.
2. Daily Progress Logs - Submit a daily progress report to NTMWD for each day work is performed. At a minimum, the report shall include:
a. The location and length of pipeline cleaned during the reporting period.
b. Disposal tonnage for removed material, when available, including supporting disposal documentation.
c. Before-and-after photographs and/or video documenting the completed cleaning work to determine whether the work performed is acceptable.
d. The effective diameter of the pipeline shall be measured at least once per joint of pipe or every 20 feet if the joint is not visible and must be noted. Document the diameter measurement using photos for NTMWD verification.
