About this opportunity

The West Virginia Department of Administration, Purchasing Division, on behalf of the West Virginia Fusion Center, is requesting quotes for GrayKey Online Advanced software or an equivalent product under Solicitation No. ARFQ MAP2700000001, with bids due August 20, 2026 at 11:00 a.m.

The scope is one renewal license for GrayKey Online Advanced (Item #: GKL-ONF-AD) with a 12-month term for a specific device (ID: d270b0d5d4910907). The software must provide unlimited consent, brute force unlock, or instant unlock capabilities; same-day extractions from locked iOS and Android devices; full content extraction from both operating systems; and evidence chain-of-custody maintenance. Award will be made to the vendor offering the lowest overall total cost meeting these requirements.

The contract base period is one year from the award date, with renewal options available for up to four successive one-year periods, subject to mutual written consent at least 30 days prior to expiration. No price increases are permitted within the first 12 months. After the initial contract period, vendors may request adjustments no less than 30 days prior to the contract anniversary, evaluated against the lower of the prior-year to current-year Consumer Price Index or 3 percent, subject to agency approval and change order issuance.

The vendor must accept payment by electronic funds transfer or P-Card and maintain Commercial General Liability Insurance of $1 million per occurrence, with proof required before contract award. Pricing for the contract must be submitted using the state-provided Exhibit A pricing page with no acceptable alternatives; incomplete or alternate submissions result in disqualification. The vendor must provide quarterly reports and annual summaries detailing purchased items, quantities, and dollar values, and designate a primary contract manager available during normal business hours.

Questions are due August 17, 2026 at 2:00 p.m. EST, directed to Wassef Maazaoui at wassef.maazaoui@wv.gov or 1124 Smith Street, Suite 2100, Charleston, WV 25301. Bids are submitted electronically through wvOASIS or in person.
