About this opportunity

Washington State University's Pullman campus is soliciting proposals for a comprehensive recreation management system covering memberships, point-of-sale, programs, facilities management, and staff scheduling, with proposals due October 2, 2026.

The scope includes software, implementation services, and three years of support and maintenance. The vendor must integrate with WSU's existing systems and deliver capabilities spanning member administration, revenue processing, program registration, facility reservations, and workforce scheduling. Implementation extends through go-live, with Year 1 fees commencing upon system activation.

Pricing is structured as not-to-exceed fixed implementation fees, tiered annual support and maintenance costs across Years 1–3, and software subscription or licensing fees. The fee sheet (Exhibit C) requires vendors to submit detailed rate cards specifying whether labor is priced hourly, daily, monthly, or as all-inclusive fees; hardware or equipment requirements with per-unit pricing; and optional add-on services with Year 1, 2, and 3 pricing. Vendors must provide notes and assumptions documenting service delivery, resource allocation, and pricing conditions.

Proposals must include Exhibit A (Certifications and Assurances), requiring attestations of truthfulness, independent pricing, firm offer validity for 180 days, Washington State wage-law compliance, and disclosure of any willful wage-law violations or civil judgments within the prior three years. Proposers must indicate acceptance or rejection of the model contract terms, with exceptions documented on separate pages. Exhibit B (Contractor Information) requires legal entity details, business structure, Federal Employer ID, Washington UBI/Revenue Registration Number, RFP contact, principal officer names and titles, and disclosure of any current or past employee relationships with the State of Washington within 24 months.
