About this opportunity
The North Carolina State Board of Elections is requesting bids on industrial printing and mailing services for Unvalidated Driver's License/Social Security Number Notification Letters under IFB WS2306587737, with bids due July 27, 2026 at 4:00 PM EST and contract award targeted for August 7, 2026.
The scope requires printing, preparing, and delivering approximately 241,000 voter notification letters statewide to voters whose identification numbers failed database validation under Help America Vote Act (HAVA) and North Carolina state law. The vendor must supply complete printing and mailing services at a total fixed price covering all labor, materials, postage for outgoing envelopes, envelope stuffing, and delivery. The state will provide Business Reply Mail (BRM) for return envelopes. Letters must include sections for voters to provide missing identification information and pre-addressed, pre-paid return envelopes. All mailings must be in the mail stream no later than Friday, September 18, 2026.
Deliverables include a virtual kickoff meeting within three days of contract execution, a PDF letter sample within three days, weekly project updates, and proofs of outgoing and return envelopes for approval prior to printing. The contract term begins upon final execution and concludes upon delivery and acceptance of all deliverables. Vendors must complete detailed pricing attachment (Attachment A) and comply with market-rate postage pricing based on weight, size, and service type. The state reserves the right to adjust quantities and reserves the right to make separate awards or cancel the solicitation.
Prior to contract award, the selected vendor must register with the North Carolina Secretary of State and provide proof of registration within ten business days. Written questions are due July 22, 2026 at noon EST. Bid opening is scheduled for 5:00 PM EST on July 27, 2026.
Opportunity text
The federal Help America Vote Act (HAVA) and state law require an applicant to include on their registration form, their driver's license number (DL); or, if they lack one, the last four digits of their social security number (SSN4); or, if they lack both, an indication that they do not have these numbers. These numbers are then attempted to validate against the North Carolina Department of Vehicles (NCDMV) database or the Social Security Administration database. When the DL/SSN4 fails to validate through the database match, state law requires the county board to notify the voter that the number did not validate, to attempt to resolve the discrepancy, and, if the mismatch is unresolved or the number is not otherwise validated by the county board, to notify the voter of the need to present HAVA ID before or when voting for the first time. Some voters registered prior to the implementation of HAVA were not required to provide a DL nor SSN4. To help improve the accuracy of the state's voting rolls, the North Carolina State Board of Elections (NCSBE) is sending mailings to all voters registered to vote in the state who do not have a valid identification number on their voter record.
