About this opportunity
The Oakland County Water Resources Commissioner is seeking bids for the Inkster Pump Station Replacement project, located in Berrien County, Michigan. The procurement is a public infrastructure improvement contract focused on comprehensive wastewater pump station refurbishment. Specific project deliverables include replacing two existing pumps with new dry pit submersible pumps, rehabilitating wet and dry pit areas, installing a new cathodic protection system, performing electrical upgrades, and completing miscellaneous surface improvements. Sealed bids will be received electronically and publicly opened on September 5, 2025, at 1:30 PM via Microsoft Teams. A recommended pre-bid meeting is scheduled for August 13, 2025, at 11:00 AM, with a site visit from 1:00 PM to 2:00 PM at 22460 Inkster Road, Southfield, MI. Bidders must submit questions by 3 PM on August 27, 2025, through the BidNet Direct website. The contract will be awarded to the lowest responsive and responsible bidder, subject to owner approval, with a contract time of 245 calendar days for Substantial Completion and 275 calendar days for Final Completion from the Notice to Proceed.
The project does not explicitly specify set-aside designations for disadvantaged enterprises, though contractors must be prepared to self-perform at least 51% of construction trade work. Bidders are required to provide a certified check, cashier's check, or Bid Bond for 5% of the bid amount. The estimated project budget includes line items for mobilization, permit fees, electrical work, site restoration, and a programming and SCADA equipment allowance of $193,000. Contractors will need to provide performance, labor and material, and maintenance bonds. The project will involve comprehensive electrical infrastructure modifications, including relocating electrical systems from the dry pit to above-ground panels and cabinets, installing intrinsically safe wiring, and implementing advanced monitoring systems. While a specific total project budget is not disclosed, the line item allowances and comprehensive scope suggest a significant investment in modernizing the Inkster Wastewater Pump Station's operational capabilities. The project will be funded by the Oakland County Water Resources Commissioner and is designed to improve the pump station's reliability and efficiency.
