About this opportunity
The Commonwealth of Pennsylvania is requesting information on workers' compensation claims administration services from Third-Party Administrators under RFI-WorkersCompClaimAdminSrvcs, with responses due October 6, 2026 at 4:00 p.m. EST. This is a market-intelligence exercise only; the RFI does not constitute a solicitation, commitment to contract, or guarantee of future procurement.
The Commonwealth administers approximately 7,000 workers' compensation claims annually through its existing self-insured program. The current claim inventory consists of 1,019 transferred open medical claims, 2,049 transferred open indemnity claims, 3,049 new medical claims, and 845 new indemnity or death claims. The TPA role encompasses claims management, medical bill repricing, data management, and litigation-related activities in accordance with applicable law.
Respondents must submit a cover letter on company letterhead with contact information, complete a Workers' Compensation Claims Administration Questionnaire via Microsoft Forms (Attachment A), and file a Trade Secret/Confidential Proprietary Notice (Attachment B) if claiming confidential or proprietary content. All materials become Commonwealth property and are subject to disclosure under Pennsylvania's Right-to-Know Law unless properly designated and justified as trade secrets or confidential proprietary information.
The RFI seeks information on industry services, technology platforms, best practices, recommended requirements, implementation timeframes, and cost structures to inform Commonwealth planning. The Commonwealth reserves the right to amend, reissue, or abandon the RFI at any time and may pursue future work through any available procurement method. Respondents bear all preparation costs, and participation does not guarantee consideration in any future procurement.
Responses should be directed to Sonya Schurtz at sschurtz@pa.gov.
