About this opportunity

The State of Maryland is requesting proposals for Wiz Cloud services under a Purchase Order Request for Proposal (PORFP) with proposals due August 31, 2026, limited exclusively to Master Contractors currently awarded under the Commercial Off-the-Shelf Software (COTS 2012) contract 060B2490021. This is a secondary competition restricted to the existing master contractor pool; eligible contractors may submit a Letter of Authorization with their bid.

Scope covers cloud security solutions. The source does not specify contract value, term, or detailed service requirements beyond the cloud security category.

Bidders must execute a Data Use Agreement (Attachment Y, revised August 2024) if they will process personally identifiable information; the agreement requires reasonable security measures, mandatory personnel training, email encryption for PII, breach notification within one business day, and notification of affected individuals within 45 days. Upon contract termination, contractors must return or destroy all PII using NIST-compliant methods and provide certification of destruction.

Federal compliance requirements apply. Contractors must submit a Certification Against Lobbying and Form LLL if federal funds are involved and expenditures exceed $100,000. The certification prohibits use of federal appropriated funds to influence federal officials. Contractors must verify they are not listed in the System for Award Management (SAM) exclusions database and are not debarred or suspended. For contracts exceeding $150,000, compliance with the Clean Air Act and Federal Water Pollution Control Act is mandatory. National Defense Authorization Act Section 889 prohibits procurement of covered telecommunications equipment from Huawei, ZTE, Hytera Communications, Hangzhou Hikvision Digital Technology, and Dahua Technology Company. Contractors must also certify compliance with investment restrictions concerning Iran.

Additional federal requirements include the Americans with Disabilities Act, drug-free workplace standards, and intellectual property provisions granting the federal government royalty-free rights to software and documentation developed under the award.
