About this opportunity

WaTech, Washington's technology services agency, is requesting quotations for wireline Ethernet or fixed wireless services across multiple state agencies with proposals due September 30, 2026. All vendors must execute a Non-Disclosure Agreement and applicable addenda and maintain current NSA agreements on file to participate or bid.

The scope encompasses installation of Ethernet connectivity and fixed wireless services at 20 identified sites throughout Washington State serving the Department of Social and Health Services, Department of Corrections, Washington State Patrol, and Department of Labor. Bandwidth requirements range from 10 Mbps to 1 Gigabit. Installation intervals are guaranteed at 150 days for most sites, with one site requiring 180 days. Services include extended handoff installations to customer equipment locations within 10 feet of customer devices, with specified VLAN configurations, floor plan compliance, and secure facility access protocols for enforcement locations.

The cost model establishes evaluation scoring based on local loop type — fiber (40 points), fixed wireless (20 points), and copper (10 points) — with additional credit available for compressed installation timelines. Pricing captures Monthly Recurring Charges at multiple bandwidth tiers (10M, 100M, and 1G) and Non-Recurring Charges per site. Vendors may propose alternative installation timelines for scoring consideration.

Mandatory requirements include background checks for enforcement facility access, building permission from facility management (LCON), 48-hour access lead time, photo identification, copper handoff with auto-negotiate settings, and 1600 MTU minimum specifications for applicable locations. Installation specifications are customized per site, with some locations requiring vendor coordination with site contacts prior to dispatch and adherence to building-specific pathway and equipment mounting restrictions.

The complete RFQ, cost model appendix, and additional details regarding site visits, bidder conferences, service level agreements, and contract terms are available on WaTech's procurement announcements website at https://watech.wa.gov/procurement-announcements.
