About this opportunity

Washington Technology Solutions (WaTech) is requesting quotations for wireline Ethernet or fixed wireless services at multiple sites across Washington State under RFQ 27-RFQ-010, with responses due September 16, 2026 and a pre-proposal conference scheduled for September 4 at 1:30 p.m. Pacific time via Microsoft Teams. Vendors must hold both a current Network Services Agreement (NSA) and applicable Technical Addenda on file to participate — a mandatory eligibility gate.

The scope covers installation and delivery of Ethernet wireline or fixed wireless connectivity to ten sites distributed statewide (Olympia, Spokane, Auburn, Yakima, Seattle, Bremerton, Bellingham, Kent, and Camp Murray). Bandwidth requirements range from 10 megabits per second to 1 gigabit per second by site. Guaranteed installation intervals are either 150 or 300 days depending on location. All pricing must include complete costs for cabling, conduit, fiber, entrance facilities, equipment, permits, labor, and fees, excluding taxes. Vendors must also provide supplemental bandwidth pricing options for future upgrades at each site. Criminal background checks are required for all contractor employees providing services.

Scoring combines non-recurring costs, 24 months of monthly recurring costs, installation timeline, and local loop type (fiber at 40 points, fixed wireless at 20 points, copper at 10 points), with a maximum attainable score of 100 points. Contractors with the lowest base price per site receive maximum cost points; timeline scoring favors shortest installation intervals. Pricing must be submitted using the provided Cost Model in Excel format (Appendix A).

The Apparently Successful Vendor will be announced September 23, 2026. Optional contractor debriefing is available by September 24. Statement of Work issuance is expected no earlier than September 30. Firm offers remain valid for 90 days following the ASV announcement, extendable to 180 days by mutual written agreement. WaTech reserves the right to cancel the solicitation, reject all responses, or award multiple Statements of Work without penalty.
