About this opportunity
Washington Technology Solutions (WaTech) is requesting quotations for Wireline Ethernet or Fixed Wireless Services across multiple state agency facilities, with responses due August 5, 2026 at 12:00 p.m. Olympia time. Vendors must have both an executed Network Services Agreement (NSA) and the applicable Technical Addendum (Wireline Ethernet and/or Fixed Wireless) on file to participate — this is a mandatory eligibility gate.
The scope covers extended handoff connections across 14 active service locations within the State of Washington, spanning the Department of Corrections, Department of Social and Health Services, Department of Labor and Industries, Department of Fish and Wildlife, the Washington Military Department, the Education Service District, and the City of Kent. Bandwidth requirements range from 10 Mbps to 1 Gigabit per site. Vendors must provide site-by-site cost proposals using a specified Excel Cost Model formula: Non-Recurring Costs (NRC) plus 24 months of Monthly Recurring Costs (MRC) equals the Contractor's Base Price. All costs—cabling, conduit, fiber, entrance facilities, equipment, permits, and labor—must be detailed; omitted costs are assumed provided at zero additional charge to WaTech. Vendors must commit to guaranteed install intervals of 150 to 250 days depending on the site or face remedial action per the NSA. Each vendor must provide at least one supplemental bandwidth pricing option per site; failure to do so disqualifies that site. Background checks are required for all contractor employees prior to service commencement.
Evaluation combines Cost Score (50 points), Timeline Score based on install intervals (10 points), and Local Loop Score (40 points for Fiber, 20 points for Fixed Wireless, 10 points for Copper), totaling 100 points per site. Amendment 1, issued July 15, provides site drawings and photographs for the ten specified locations. Contractor questions are due July 21 at 12:00 p.m.; final written answers issue July 23. A mandatory pre-proposal conference is scheduled July 24 from 11:30 a.m. to 12:00 p.m. via Microsoft Teams. The Announcement of Apparently Successful Vendor(s) is expected August 12, with optional debriefing August 14. The earliest expected Statement of Work issuance is August 19. Firm offers remain valid for 90 days following ASV announcement, extendable to 180 days by mutual written agreement.
