About this opportunity
The City of Pasadena Public Works Department, Building Systems & Fleet Management Division is soliciting an informal selection for windshield replacement and repair services, with proposals due August 25, 2026 at 3:00 p.m. and questions due August 18, 2026 at 2:00 p.m. The City maintains a municipal fleet requiring chip and crack repairs, complete windshield replacements, windshield tinting and removal, pickup and delivery services, and emergency or priority repairs across vehicle types including Ford Crown Victoria, Chevrolet 2500, Ford F250, GMC Sonoma, Chevrolet Blazer, GMC Canyon, and specialty vehicles such as trash trucks.
Eligible vendors must hold a Pasadena Business License and State of California Department of Industrial Relations certification for public works projects. Submission of a UEI from SAM.gov is mandatory; failure to include it renders the bid non-responsive. Bidders must complete the Relevant Experience Form documenting five projects of similar scope and size, with full contact details for each project owner. For contracts exceeding $25,000, vendors must complete Project Workforce Utilization Form (AA-2) with estimated staffing by job classification. All required federal forms—Federal Required Certification, Disclosure of Lobbying Activities, and AA-1 Equal Employment Opportunity form—must accompany proposals. State of California Small and Micro Business Certification is optional.
The contract term runs August 25, 2026 through June 30, 2027, representing a single fiscal year with potential price increases limited to the Consumer Price Index in any subsequent renewal period. Pricing must include all labor costs, parts, materials, delivery charges, and applicable sales tax at 10.5%. Delivery of services shall occur no more than 90 days after receipt of the City purchase order; standard payment terms are 30 days. The contractor must provide factory warranties on all materials, comply with OSHA safety requirements, and prioritize critical public safety vehicles. Award will be made to the lowest responsive and responsible bidder based on grand total price. Compliance with the City's Living Wage Ordinance applies to this contract.
