About this opportunity

Delaware Division of Fish and Wildlife is requesting sealed bids on wildlife area trapping permits for the 2026–27 trapping season across ten state wildlife areas covering 27 trapping units, with bids due October 8, 2026 at 10:00 a.m. EDT.

The scope encompasses fur trapping on a unit basis across C&D Canal (3 units), Augustine (5 units), Cedar Swamp (3 units), Eagles Nest (1 unit), Woodland Beach (4 units), Little Creek (4 units), Ted Harvey (3 units), Milford Neck (2 units), Marshy Hope (1 unit), and Assawoman (1 unit). The contract runs December 1, 2026 through March 20, 2027. Successful bidders must supply their own labor, materials, and equipment; comply with Delaware Code Title 7 statutes and regulations; maintain monthly usage reports and quarterly subcontracting reports detailing diversity supplier participation where applicable; patrol assigned units; and follow all best management practices and species-specific regulations established by regional Fish and Wildlife managers. Trappers must submit harvest reports by April 15, 2027. Minimum bids for each unit are specified in the ITB.

Pricing shall remain firm for the contract term and quoted in U.S. Dollars, with bidders permitted to offer lower pricing at any time during performance. Previous year winning bid amounts are provided for reference. Both bid bond and performance bond requirements have been waived. The contract may be renewed for three additional one-year extension periods through negotiation, with renegotiation to commence no later than ninety days prior to contract termination. Award will occur within 30 days of bid opening. The State reserves the right to reject any or all bids, make multiple or partial awards, and award on an item-by-item basis. Written questions are due September 20, 2026, with answers posted by October 1, 2026.
