About this opportunity
The City of Los Angeles Department of Public Works, Bureau of Engineering is requesting proposals for construction of a cantilevered bulkhead retaining structure at 2735 Whittier Boulevard (Boyle Heights neighborhood) under Emergency PQOC Geotechnical/Structural Construction Services, with proposals due October 21, 2026 at 2:00 p.m. at Los Angeles City Hall, Room 355. Eligibility is restricted to contractors currently listed on the Emergency PQOC Geotechnical/Structural Construction Services Projects contract — this is a mandatory prerequisite to bid.
The scope comprises design and construction of an approximately 10.5-foot-tall, 16-linear-foot cantilevered bulkhead retaining structure consisting of three cast-in-drilled-hole piles, cast-in-place reinforced concrete retaining walls, and a grade beam, along with sidewalk removal and reconstruction, excavation, drainage installation, and backfill operations to mitigate public-safety hazards from slope encroachment in the alley. Bidders must submit a lump-sum proposal for mobilization (capped at $10,000 reimbursement), traffic control, clearing and grubbing, excavation, pile installation, concrete work, steel closure plates, drainage, backfill, and restoration. Bid Item 2, an allowance for differing site conditions, is fixed at $25,000 and cannot be modified.
The project completion timeline is 120 calendar days from Notice to Proceed, with liquidated damages of $640 per calendar day. All contractors and subcontractors must be registered with the California Department of Industrial Relations under Senate Bill 854. Required insurance includes workers' compensation, general liability ($1,000,000 minimum), automobile liability, and professional liability. The successful bidder must provide two 100% surety bonds (Payment and Performance) before work commences. The project is subject to California prevailing wage requirements, municipal lobbying ordinances, child support compliance certifications, and construction and demolition waste recycling mandates. Award is intended to be expedited to the lowest responsive, responsible bidder, with a pre-construction meeting scheduled after Notice to Proceed issuance.
Opportunity text
The project site is located at 2735 Whittier Boulevard in the Boyle Heights neighborhood of Los Angeles, specifically at the southern end of an alley east of the address. The existing slope condition at this location poses a significant threat to public safety due to encroaching debris. This project will mitigate the threat to public safety and protect the public right-of-way by constructing a new cantilevered bulkhead retaining structure. The proposed bulkhead will be approximately 10.5 feet tall and span 16 linear feet. It will consist of three cast-in-drilled-hole (CIDH) piles with cast-in-place reinforced concrete retaining walls placed between them. A grade beam will be constructed along the bottom of the bulkhead. The structure will extend approximately 6 inches below the sidewalk grade in front of the bulkhead. A portion of the sidewalk will also be removed and reconstructed.
