New York State Department of Transportation is soliciting sealed bids for structures repair labor, materials, tools, and equipment at various locations across Columbia, Dutchess, Orange, and Ulster Counties during 2027–2028, with bids due July 30, 2026 at 10:30 a.m. Bidders must meet Disadvantaged Business Enterprise (DBE), Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), and Service-Disabled Veteran-Owned Business (SDVOB) participation goals or demonstrate sufficient good faith efforts. This is not a Federal Aid Project and is funded by New York State. The New York State Department of Labor has issued a project-specific prevailing wage rate schedule that applies. Work locations within the four counties are to be determined. The bid package contains itemized line items including standby readiness, response work, labor and materials with cost factors, equipment with cost factors, a 24-month engineer's field office, office technology and supplies, and railroad access cost reimbursement. Certain bid items carry price restrictions: standby readiness (LS636.01) has a maximum of $30,000; labor with cost factor (PCNT636.03) has a minimum of $1; and materials with cost factor (PCNT636.04) has a minimum of $1. Bidders must submit sealed proposals with a bid bond, certified check, or cashier's check equal to 5% of the total bid amount to NYSDOT's Contract Management Bureau at 50 Wolf Road, Albany, NY 12232. Low bidders must have a current New York State Vendor Responsibility Questionnaire on file or submit one within ten days of award notice. All bidders must certify compliance with non-collusive bidding requirements under New York State Finance Law 139-d and provide attestations regarding conflicts of interest, false claims, sexual harassment prevention policies, and gender-based violence workplace policies. New York State businesses are encouraged as subcontractors and suppliers.
