The scope includes concrete repair throughout the National Guard apron: saw cutting, stone subbase installation, dowel and rebar placement, concrete pouring, underdrain installation, regrading for drainage, and restriping. The bid schedule contains 17 base line items (mobilization, silt fence at 700 linear feet, inlet protection, cold milling at 720 square yards, undercut at 200 cubic yards, crushed aggregate base course and cement concrete pavement each at 4,000 square yards, asphalt mix at 90 tons, joint sealant at 8,000 linear feet, underdrains, pavement markings, inlet lowering, grounding rods, and low-profile barricades) plus two additive alternates for additional concrete slab removal, replacement, and joint sealing. Work hours are restricted to 7 a.m. to 5 p.m., Monday through Friday. Contractor personnel must undergo Owner screening. Bidders must submit lump sum and unit prices in both words and figures, including sales tax and applicable fees.

The bid acceptance period extends 90 days after bid opening or longer if the bidder agrees in writing. Award is based on the lowest total qualified, responsive, responsible bidder. Preconstruction submittals required before initial payment include subcontractor lists, schedule of values, construction schedule, product lists, submittal schedules, insurance certificates, and performance and payment bonds. Payment is monthly via AIA Documents G702 and G703, with mechanic's lien waivers required with each request. Contract terms are governed by AIA A201-2017 as supplemented by West Virginia requirements and approved by the West Virginia Attorney General.
