About this opportunity

The Finger Lakes Developmental Disabilities Service Office (FLDDSO), part of New York's Office for People with Developmental Disabilities (OPWDD), is soliciting bids for a roof replacement construction project at the Wells Curtice Intermediate Residential Alternate facility in Canandaigua, New York, with bids due September 30, 2026, and a mandatory site visit on September 22, 2026, at 10:00 a.m. Attendance at the entire site visit and on-time arrival are preconditions for bid eligibility; vendors who do not attend or arrive late will be disqualified.

This is an Article 8 New York State Public Works project requiring prevailing wage payment. A critical bidding requirement: all contractors and subcontractors must obtain current New York State Department of Labor registration under Labor Law 220-i and submit their valid registration number and Certificate of Registration with the bid. Failure to provide verifiable credentials results in automatic disqualification. NYSDOL estimates 3–4 weeks for application review and certificate issuance; bidders must register promptly to meet the September 30 deadline.

The scope comprises complete removal of the existing asphalt shingle roofing system down to wood decking and installation of a new 30-year asphalt shingle system with flashings, underlayment, ice barriers, ridge vents, exhaust vent covers, and drip edges. All primary roofing products must be provided by a single manufacturer, with GAF-ELK Materials Corporation specified as the basis of design; comparable products from CertainTeed Corporation or approved equals are acceptable. Work must be completed within 60–90 days of award, Monday through Friday. The facility remains occupied during construction; contractors coordinate with the House Director and Plant Superintendent and comply with OSHA guidelines and applicable building codes. A 2020 inspection identified asbestos-containing black roofing cement around roof vents (approximately 10 square feet containing 18% chrysotile asbestos); contractors must plan abatement or compliant removal accordingly.

Required insurance includes workers' compensation and general liability with minimum limits of $1 million per person and $2 million per accident, with OPWDD named as additional insured. The contract includes a minimum one-year warranty on parts, materials, and labor. Subcontractors require pre-approval from FLDDSO. Written questions are due September 24, 2026, with official responses by September 28. Bids must remain valid through December 29, 2026. The State reserves the right to award within 90 days and to reject any or all proposals.
