About this opportunity

The Kansas Corporation Commission through the Kansas Department of Administration, Office of Procurement and Contracts, is requesting proposals for abandoned wellhead control, verification, spill mitigation, and remediation services across KCC District 3 (a 34-county service area in eastern Kansas), with proposals due July 30, 2026 at 2:00 p.m. Central Time.

Contractors must maintain current Kansas oilfield operator licenses under K.S.A. 55-155 and provide a minimum of 20 percent of labor, goods, services, or equipment for each project. Kansas state preferences apply for certified businesses and disabled veteran-owned businesses upon submission of appropriate documentation. No pre-bid conference is scheduled.

The scope includes site excavation, wellhead exposure, fluid containment and removal, equipment stabilization, and environmental remediation on abandoned oil and gas wells, excluding well plugging operations. Required equipment comprises backhoes, excavators, dozers, vacuum trucks, dump trucks, welding equipment, and disposal services. The RFP seeks multiple contractors rather than a single vendor.

The contract term runs through July 31, 2031. Labor, equipment, and service prices must remain firm for the entire contract period; adjustments are permitted annually on the contract anniversary date, limited to five percent in either direction and subject to documentation and state approval. No guaranteed minimum or maximum work volume is specified. Payment terms are net 30 days from invoice approval, processed on a per-project basis through the KCC Conservation Division.

Award will be made by the Procurement Negotiation Committee based on price, contractor availability, equipment suitability, and past state performance. The Committee reserves the right to negotiate with selected bidders or award based on initial proposals. Contractors must provide proof of workers' compensation and liability insurance, maintain current Kansas tax clearance certificates, and comply with immigration, sexual harassment, and Israel boycott certifications. Questions are due July 23, 2026, submitted via email in MS Word format to Procurement Officer Ashley N. Evans.
