About this opportunity

The Tennessee Division of TennCare is issuing an RFI for web-based tools providing access to federal and state healthcare laws, regulations, policies, and real-time coding data, with responses due August 21, 2026.

The requested tool must deliver comprehensive access to U.S. Code and public laws, Code of Federal Regulations, Federal Register, CMS manuals and program issuances, state statutes and administrative code, Medicaid State Plan information, court cases and decisions, CMS publications including Medicare Learning Network Matters and Local Coverage Determinations, training webinars with continuing education credits, and real-time coding information. The coding component must include searchable HCPCS and CPT codebooks, ICD-10-CM and ICD-10-PCS codes, DRG codes, and state Medicaid policies dating back ten years. Respondents must also address pricing files encompassing HCPCS and National Drug Code crosswalks and 340B ceiling price status.

Respondents must complete both a Technical Informational Form and a Cost Informational Form detailing organizational experience, tool capabilities, pricing units, pricing approach, and whether pricing is structured per user or license with volume discounting options. TennCare specifically seeks information on the ability to alter end users during the delivery period, including adding, removing, or replacing users.

Responses should be submitted to Johnathon Brock at the Division of TennCare, 310 Great Circle Road, Nashville, Tennessee 37243. Responding to this RFI is not a prerequisite for future solicitations and does not create contract rights. RFI responses will become property of the State and will remain confidential if the procurement does not proceed. The State will not reimburse costs associated with responding to the RFI.
