About this opportunity
Tarrant Regional Water District is requesting proposals for cleaning two 107-foot-diameter tanks at the Cedar Creek Waxahachie Pump Station under RFP #26-166, with proposals due September 14, 2026 at 2:00 p.m. through the procurement portal and contractor selection scheduled for October 20, 2026.
The scope includes cleaning two tanks with an average sludge depth of 4 feet each, each with a 36-inch inlet, located at 2316 Highway 77, Waxahachie, Texas 75165. Tanks will be taken out of service one at a time with a one-week suspension between cleanings for floor inspections. Pressure washing is limited to a maximum of 2,500 psi with a minimum 25-degree fan-tip nozzle; abrasive blasting and turbo nozzles that may damage existing coatings are prohibited. All material must be hauled away and properly disposed of. Work is scheduled for January through March 2027 during the District's winter pipeline shutdown, Monday through Friday from 7:00 a.m. to 6:00 p.m.
Award will be made on best-value basis using weighted criteria: Price (40%), Experience Completing Similar Projects (30%), and References (30%). Pricing must be submitted as a lump-sum bid for the complete scope. Offerors must submit a cover letter, qualifications and references (minimum of three), project approach, completed forms including Non-Collusion Affidavit, Conflict of Interest Questionnaire, Texas compliance forms, Form 1295 (required for contracts over $150,000), and insurance certificates.
A non-mandatory pre-proposal meeting is scheduled for August 24, 2026 at 1:30 p.m. via Microsoft Teams. Site visits may be scheduled by contacting Claire Killough, Purchasing Supervisor, at claire.killough@trwd.com or (817) 991-8992. Proposals remain subject to acceptance for 90 calendar days after opening. The District reserves the right to reject any proposal and request best and final offers at its discretion. The project does not fall under the federal Davis-Bacon Act.
