The District seeks proposals for cleaning two 107-foot diameter tanks at the Cedar Creek Waxahachie Pump Station (CC3) located at 2316 Highway 77, Waxahachie, Texas 75165. Each tank has an average sludge depth of 4 feet and a 36-inch inlet. The tanks will be taken out of service one at a time, with a one-week suspension between cleanings for floor inspections. Pressure washing is limited to a maximum of 2,500 psi with a minimum 25-degree fan tip nozzle, and abrasive blasting or turbo nozzles that may damage existing coatings are prohibited. All material must be hauled away and properly disposed of. The project is scheduled for January through March 2027 during the District's winter pipeline shutdown, with work hours Monday through Friday from 7:00 a.m. to 6:00 p.m. A non-mandatory pre-proposal meeting will be held on August 24, 2026 at 1:30 p.m. via Microsoft Teams. Proposals are due electronically by 2:00 p.m. on Monday, September 14, 2026 through the procurement portal at https://procurement.opengov.com/portal/trwd. The contractor selection date is October 20, 2026. Site visits may be scheduled by contacting Claire Killough, Purchasing Supervisor, at claire.killough@trwd.com or (817) 991-8992.

Award will be made to the offeror providing the best value based on weighted evaluation criteria: Price (40%), Experience Completing Similar Projects (30%), and References (30%). The pricing proposal requires a lump sum bid amount for the complete scope of work. Offerors must submit required documentation including a cover letter, qualifications and references (minimum of three), project approach, completed forms (References, Supplier/Subcontractor Utilization, Non-Collusion Affidavit, Conflict of Interest Questionnaire, Compliance to State Law on Non-Resident Bidders, Compliance to Texas Sales Tax Code, and Form 1295 for contracts over $150,000), insurance certificates, and agreement acknowledgment. All proposals remain subject to acceptance for 90 calendar days after proposal opening. The District reserves the right to reject any proposal, conduct investigations into offeror responsibility and qualifications, request best and final offers at its discretion, and waive formalities and technicalities. The successful vendor must provide required insurance as specified in the Terms and Conditions and comply with all applicable state and federal laws, including Texas Government Code 2258.022 regarding wage rates. This project does not fall under the federal Davis Bacon Act.

1. 1. .......................................................................... INTRODUCTION

1.1. 1.1. .......................................................................................... SUMMARY

Tarrant Regional Water District is seeking proposals for Waxahachie Pump Station Tank

Cleaning. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/trwd

Proposals are due no later than 2:00 pm on Monday, September 14, 2026.

1.2. 1.2. ..................................................................................... BACKGROUND

The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant

County residents and communities for more than one hundred (100) years.

TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland

Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.

TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake

Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by

TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.

The District will not be responsible for the completeness, accuracy, or timeliness of the final bid documents obtained from other sources.

2.2. 2.2. ......................................INTERPRETATION OF THE PROPOSAL DOCUMENTS

A. Questions are to be submitted using the Question and Answer process through the

4. Do not use this as a forum to request approval of an alternate product. Follow the provision of the bidding documents for this process

5. Ask questions early. The deadline for questions will not be extended unless the date for receipt of bids is extended. No response will be made to questions asked after the deadline

6. Responses to questions are not part of the Contract Documents and cannot modify the Contract Documents. An addendum must be issued to clarify, correct or change the Contract Documents, addenda or the related supplemental data

2 Tanks

Tanks are 107' in diameter and will have an average sludge depth of 4'.

36” inlet.

Tanks will be taken out of service one at a time. There will be a floor inspection scheduled for each tank upon completion of tank cleaning that will require a 1-week suspension of work between cleanings. Pressure washing shall be limited to a maximum of 2,500 psi with a minimum 25-degree fan tip nozzle unless otherwise approved by the Owner. The use of abrasive blasting, rotating turbo nozzles, or other methods that may damage existing coatings is prohibited. Crew will not be required to demobilize between cleanings.

3.2. 3.2. ............................................................................. PAST PERFORMANCE

When we cleaned the tanks in-house, we would lift a small skid steer into the tank to push the silt over to the inlet piping of the tank. Then we would use a pump to start pumping the silt and water out of the tank into a geotube located outside near the tank. With this said, we would like to see how other companies would approach this task. All material must be hauled away and properly disposed of.

3.3. 3.3. ........................................................................................ TIME FRAME

January - March 2027 when the District pipelines shutdown for winter maintenance. Weather could skew this time frame for testing of the clean floor.
