About this opportunity
Nassau County Board of County Commissioners, Florida is requesting proposals for watershed master plans covering the Nassau River Basin and St. Mary's River Basin, with proposals due October 7, 2026 at 10:00 a.m. ET. The work is federally funded through the Florida Division of Emergency Management Hazard Mitigation Grant Program (HMGP) under FEMA requirements, which imposes mandatory compliance with 2 C.F.R. Part 200, 44 C.F.R., and all applicable FEMA grant provisions.
The scope encompasses comprehensive watershed planning, hydrologic and hydraulic modeling, GIS analysis, flood risk assessment, public stakeholder coordination, and Community Rating System (CRS) compliance documentation for two separate basins. All work must be completed by February 29, 2028, with the contract remaining in effect through August 31, 2028 for grant closeout and compliance support.
The total available funding is $632,136.30 split between two separate FEMA project awards: $300,000 for the Nassau River Basin Master Plan (FEMA Project No. 4673-305-P09) and $332,136.30 for the St. Mary's River Basin Master Plan (FEMA Project No. 4673-305-P10). No additional County or grant funds are available; costs exceeding the allocated amounts are the sole responsibility of the bidder. Invoices must be submitted separately by project to support federal reimbursement.
Evaluation is weighted toward technical capability: experience and qualifications (25 points), understanding of scope and technical approach (35 points), CRS expertise (15 points), grant compliance knowledge (15 points), and project management (10 points). The awardee must carry professional liability insurance with minimum $1 million per-occurrence coverage, plus workers' compensation, commercial general liability, and automobile liability. Late deliveries incur a 5% penalty per submission. Questions are due September 28, 2026 at 2:00 p.m., with County responses posted October 2. Proposals must be submitted electronically via PlanetBids.
