About this opportunity
The Kansas Department of Wildlife and Parks, through the State of Kansas Department of Administration Office of Procurement and Contracts, is issuing an Invitation for Bid (IFB) for comprehensive watercraft liability insurance coverage. The procurement seeks qualified insurance vendors to provide Comprehensive Watercraft Liability coverage at $500,000 per occurrence for Bodily Injury Liability and Property Damage Liability on all vessels owned, operated, maintained, or controlled by KDWP, as well as liability protection for persons conducting approved boater safety education courses. The insurance must cover the department's diverse watercraft fleet of 304 total vessels, including 176 general watercraft (jon boats, patrol boats, electrofishing boats, pontoon boats, and specialized vessels), 94 kayaks, 25 jet skis, and 9 airboats distributed across all 105 Kansas counties. The contract term runs from May 16, 2026, through May 15, 2027, with options to renew for two additional twelve-month periods. Bidders must be duly authorized representatives of insurance companies properly licensed and admitted to conduct business in Kansas, with required appointments occurring no later than 30 days after bid closing or the policy effective date. Prospective bidders must have a minimum of five years of continuous active participation in the applicable insurance industry and must maintain adequate claim facilities. The bid closing date is April 23, 2026, at 2:00 PM CST, with public bid reading via teleconference at 2:30 PM CST on the same date. Written questions must be submitted to Procurement Officer Lily Lundy by April 2, 2026, and no pre-bid conference is scheduled.
Bidders may claim eligibility for Certified Business Bidder Preference or Disabled Veteran Owned Business preferences if applicable, with supporting documentation required. All bidders must submit a current Tax Clearance Certificate from the Kansas Department of Revenue, a Certification Regarding Immigration Reform and Control form, a Boycott of Israel form, and a Sexual Harassment form with their bid responses. Pricing shall be submitted on a per-watercraft basis, with separate optional line items for Rental Coverage, Boater Safety Coverage, and Non-Owned Vessel Coverage, allowing bidders to propose alternate bids including different deductibles, multi-year policy terms, or other premium reduction programs if clearly identified. No bid guarantee is required. The specific award value or budget range is not disclosed in the procurement documents; however, the pricing structure based on the 304-vessel inventory and optional coverage additions will determine the final contract value. The State reserves the right to accept or reject any or all bid responses and to request additional coverage during the policy term, with premium charges subject to the same discount applied to the initial premium. Payments will be made through electronic funds transfer (EFT), and P-Card charges are not permitted.
