About this opportunity

New York State Department of Corrections and Community Supervision (DOCCS) is requesting bids on water treatment services for the Queensboro Correctional Facility in Long Island City, with bids due October 7, 2026 and a mandatory site visit on September 9. The scope is design, installation, preventative maintenance, inspection, calibration, reporting, and testing of a Commercial-grade NSF 61 compliant copper-silver ionization (CSI) water disinfection system to achieve Legionella compliance on the domestic hot water service.

Bidders must demonstrate a minimum of five years of experience with potable water treatment systems for institutional facilities. Acceptable CSI system manufacturers are CSIPhoenix 2026 NEXT-GEN, CSIDefender, ENRICH/CHEM-AQUA, and LIQUITECH — a key capability filter. The contractor must furnish all labor, materials, supplies, equipment, tools, supervision, transportation, licenses, permits, certifications, insurance, and incidental costs for the complete term.

Performance requirements include monthly maintenance with 20 separate water-quality samples tested monthly for legionella culture, copper, and silver levels; semi-annual complete system inspections; and finished-water quality maintained at 0.1–0.8 ppm copper and 30–80 ppb silver. The contractor must provide workers' compensation and disability benefits insurance prior to execution and maintain Commercial General Liability and Business Automobile Liability insurance of not less than $1 million per occurrence throughout the contract term.

The contract term is five years, commencing January 1, 2027 through December 31, 2031. Pricing must be submitted on a year-by-year basis for all five years; failure to do so results in bid rejection. Award will be made to the lowest responsive and responsible bidder. MWBE and SDVOB participation goals are 0.00 percent. LiquiTech Inc. is the previous contractor. Questions are due September 16, 2026 by 5:00 p.m. EST. Site visit RSVP is required by September 8, 2026 by 1:00 p.m. EST.
