About this opportunity

The City of Livonia, Michigan is requesting proposals to review and revise its Cross-Connection Control Plan per Michigan Department of Environment, Great Lakes, and Energy (EGLE) requirements, with proposals due October 13, 2026.

The scope includes comprehensive plan review and revision addressing code adaptation, references, program intent, standard operational procedures, program and notice documentation, reporting procedures (daily, monthly, and annually), backflow prevention devices, detailed installation schematics, piping identification, and reference standards. The vendor must develop a detailed re-inspection schedule with frequency determined by facility hazard level: every ten years for residential facilities, annually for high-hazard accounts, and every five years for low-hazard accounts. The plan must include a documented high-hazard account categorization process and low-hazard account categorization process.

The vendor will coordinate directly with the Livonia Department of Public Works throughout the revision process to incorporate feedback until EGLE approves the final plan. A mandatory in-person program start-up meeting with stakeholders and team members must occur to discuss plan developmental details, validation of hazard categorization processes, and documentation requirements.

No contract value, contract term, or evaluation criteria are specified in the source. No set-asides or preference programs are identified. A reference document, Municipal Water System Cross Connection Control Program.pdf (639 KB), is available.
