About this opportunity
The City of Lancaster, Pennsylvania is requesting sealed electronic bids for the Water Street Water Main Replacement Project under Contract B562-26-09, with bids due July 9, 2026 at 11:00 AM on PennBid. The project is subject to Pennsylvania prevailing wage requirements, with rates for carpenters, cement masons, electricians, equipment operators, laborers, ironworkers, and cement workers mandated under Article 27 of the Instructions to Bidders.
The scope involves replacement of approximately 1,280 linear feet of 6-inch cast iron water main with new 8-inch ductile iron cement-lined Class 52 pipe using open-cut methodology in the 100 through 300 blocks of Water Street between Orange Street and Lemon Street. Substantial completion is required by November 15, 2026, with full completion and restoration no later than April 30, 2027. The contract is structured as a unit price contract with lump-sum bid prices for mobilization and demobilization, general conditions, and traffic control. Contractor responsibilities include temporary facilities, surveying and soils testing, erosion control, water supply for testing and disinfection, pre-construction documentation, utility coordination with Comcast, Verizon, the City of Lancaster Sewer Authority and Water Bureau, PPL Electric, and UGI Utilities, and off-site storage for pipeline materials.
The City will award to the lowest responsible bidder based on quality of services, responsiveness, past performance, contractor integrity, compliance with public policy, and financial and technical resources — not necessarily lowest dollar amount. The City reserves the right to reject any or all bids and waive technical defects at its discretion. Bidders must submit a 10 percent bid bond, non-collusion affidavit, debarment certification, experience questionnaire, proposed subcontractor list, and insurance certificates. The successful bidder must furnish performance and payment bonds equal to 100 percent of contract price and maintain workers' compensation and commercial general liability of $1 million per occurrence. Liquidated damages are $1,000 per calendar day for missed deadlines. Retainage is 10 percent until 50 percent completion, then 5 percent thereafter. A pre-bid site visit will be scheduled; the site is gated and accessible only during the meeting.
