About this file
This is a technical specifications document for the City of Lancaster, Pennsylvania's Water Street Water Main Replacement Project, a general construction contract for supply and transmission main work. The project encompasses the replacement of approximately 1,280 linear feet of 6-inch cast iron water main with new 8-inch ductile iron cement-lined pipe using open cut methodology. The contractor must complete all water main and service work by November 15, 2026, with restoration work required by April 30, 2027. The notice to proceed will be issued within 10 days of the fully executed contract. The specifications require the contractor to furnish and install temporary facilities, provide surveying and soils testing, install and maintain erosion and sedimentation control measures, and supply water for testing and disinfection. The contractor is responsible for pre-construction photographic and video documentation of existing conditions, performed by a third-party entity, and must submit detailed work sequencing to minimize inconvenience to adjacent businesses, facilities, and residences while maintaining continuous access to adjacent properties.
The contract is structured as a unit price contract with lump sum bid prices for mobilization and demobilization, general conditions, and traffic control and site logistics/safety. Key cost inclusions encompass labor, equipment, transportation, bonds and insurance, disinfection of water mains, record document preparation, all necessary permits (with street opening permits waived for work within City limits), and prevailing wage compliance under Pennsylvania Act No. 442. Liquidated damages of $1,000 per day apply for failure to meet project completion deadlines. The contractor must obtain utility permits, comply with Pennsylvania's Underground Utility Line Protection Law (Act 287 of 1974), coordinate with five identified utility owners, and assume all responsibility for wastewater disposal and site restoration. Off-site storage facilities are required for pipeline materials, and the contractor bears costs for third-party inspections and PennDOT-certified flagmen or police officers for work outside regular hours or weekends. Final payment is contingent upon submission of complete and accurate record drawings signed and sealed by a Pennsylvania Professional Land Surveyor and approval of operations and maintenance manuals.
