About this opportunity
The City of Grapevine, Texas is requesting competitive sealed proposals for construction services on an as-needed, individual work order basis for water, sewer, and storm extensions, replacements, and relocations projects, with sealed proposals due July 30, 2026 at 2:00 p.m. followed by immediate public bid opening at Grapevine City Hall.
The contract is non-exclusive and may be awarded to up to two separate bidders for separate agreements. Work orders will be issued for not to exceed 365 calendar days following contract execution or until the bid price limit is reached, whichever occurs first. The prime contractor must perform at least 51 percent of the work based on contract value. Prevailing wage rates established by the U.S. Department of Labor apply to all construction classifications.
The base bid consists of multiple line items including mobilization fees (4 to 28 calendar days), emergency mobilization, traffic control services, erosion and sedimentation control, and trench safety measures. Bid evaluation uses weighted best-value criteria: 50 percent for pricing, 25 percent for bidder qualifications and proposed staff, 15 percent for construction experience, and 5 percent each for safety and litigation history and project closeout and warranty history. No bid containing escalation clauses will be accepted.
Bid security of five percent of the total base bid is required as a cashier's check, certified check, or bidder's bond. Successful bidders must furnish performance bonds, payment bonds, and a 25 percent maintenance bond covering two years after final acceptance. Bidders must submit comprehensive qualifications documentation including similar project experience with client references, current project commitments, equipment lists, proposed superintendent information, subcontractor lists, financial statements, and OSHA accident reports for the past five years.
Contract documents are available for examination at the Public Works Department beginning July 6, 2026, and may be procured from Kimley-Horn and Associates, Inc. for a non-refundable fee of $50 per set.
