The City of Grapevine seeks a contractor to provide construction services on an as-needed, individual work order basis for water, sewer, and storm extensions, replacements, and relocations projects. The contract encompasses capital projects related to water, wastewater, and drainage improvements. Sealed proposals are due by 2:00 PM on July 30, 2026, with public bid opening immediately following at Grapevine City Hall's second floor conference room. Proposals will be accepted for a base bid consisting of multiple line items including mobilization fees ranging from 4 to 28 calendar days, emergency mobilization, traffic control services, erosion and sedimentation control, and trench safety measures. The contract documents are available for examination at the Public Works Department beginning July 6, 2026, and may be procured from Kimley-Horn and Associates for a non-refundable fee of $50 per set. The contract is non-exclusive and may be awarded to multiple bidders for separate agreements. Work orders will be issued for not to exceed 365 calendar days following contract execution or until the bid price limit is reached, whichever occurs first. Bid evaluation will be conducted on a best value basis using weighted criteria: 50 percent for pricing, 25 percent for bidder qualifications and proposed staff, 15 percent for construction experience, and 5 percent each for safety and litigation history and project closeout and warranty history. Bid security of five percent of the total base bid is required, submitted as either a cashier's check, certified check, or bidder's bond.
