About this opportunity
The Town of Cary is requesting qualifications from one or more engineering firms to develop a 25-year master plan for the North Cary Water Reclamation Facility expansion and conduct a re-rating analysis to increase capacity from 12.0 to 15.0 million gallons per day, with proposals due November 18, 2026 at 3:00 p.m. Eastern Time. This procurement is governed by North Carolina General Statute 143-64.31 (the Mini-Brooks Act), which prohibits price as a determining factor in contractor selection; hourly rates must be submitted separately from the qualifications package.
The scope encompasses eight primary tasks: data collection and review, facility capacity evaluation, hydraulic and process modeling, re-rating evaluation with alternatives analysis, technical memorandum preparation, stakeholder coordination meetings, and three technical workshops on process evaluation, influent pumping/screening/grit removal, and capital projects review. Proposers must demonstrate minimum experience through three references for similar master planning or re-rating projects completed within the past ten years.
Evaluation is weighted as follows: Corporate Background and Experience (20%), Project Understanding (20%), Project Approach (35%), and Team Firm Experience and Qualifications (25%), scored on a 0–3-point scale. The Town will rank proposals following evaluation and commence contract negotiations with the highest-ranked firm; if negotiations fail, the Town will proceed with the next-ranked firm.
Responses must be submitted electronically through the North Carolina eVP as a single PDF not exceeding 40 pages. Written questions are due October 28, 2026, with Town responses anticipated November 11, 2026. The Town will not reimburse proposer expenses and reserves the right to cancel the RFQ or reject any proposals. All submitted materials become Town property and are subject to public records requests, though clearly marked proprietary data will be protected from disclosure to non-Town entities.
