1 INTRODUCTION
1.1 Purpose
The Town of Cary (Cary) is seeking one or more qualified firm(s) with which to contract for the following services:
• Development of a master plan for the expansion of the North Cary Water Reclamation Facility, including a re-rating analysis to increase capacity from 12.0 to 15.0 million gallons per day (MGD).
A detailed scope of services is provided in Section 4 of this solicitation.
Information related to this solicitation, including any addenda, will be posted to the North Carolina electronic Vendor Portal (eVP) at https://evp.nc.gov/solicitations/.
1.2 Background
The North Cary Water Reclamation Facility (NCWRF) was originally constructed in 1984 with a design capacity of 4.0 MGD using an extended aeration process, discharging to Crabtree Creek. The facility was subsequently expanded in 1997 and again in 2005 to its current capacity of 12.0 MGD and upgraded to a Biological Nutrient Removal (BNR) facility utilizing the Veolia–Kruger BioDenipho® Phased Isolation Ditch process to meet increasingly stringent nitrogen and phosphorus limits.
Figure 1- NCWRF Overall Picture https://evp.nc.gov/solicitations/
In 2002, the facility was further enhanced to produce and distribute reclaimed water for irrigation and other non-potable uses. Most recently, in 2021, the plant underwent significant process improvements, including conversion from mechanical brush rotor aerators to a fine bubble diffused aeration system and implementation of real-time nutrient analyzers integrated with the Veolia–Kruger BioDenipho® Superior Tuning and Control (STAC) system. These upgrades improved process control, increased energy efficiency, and optimized oxygen transfer, positioning the facility to better support biological nutrient removal and accommodate future increases in loading.
The BioDenipho® process is a phased isolation ditch BNR process that removes carbon (BOD), ammonia, nitrogen, and phosphorus by alternating two oxidation ditches between aerobic and anoxic conditions. Instead of having fixed aerobic and anoxic basins, the process changes the operating mode of each ditch on a timed or analyzer derived nutrient level (ammonia and nitrate) cycle, allowing each basin to perform multiple biological functions.
Wastewater treatment begins at the NCWRF controlled raw influent pump station located adjacent to Crabtree Creek. The influent is screened through a half- inch diameter bar screen before being pumped up to the plant The influent pump station is equipped with eight 200-horsepower (HP) centrifugal pumps, each rated at 5.0 MGD, providing a total capacity of 40.0 MGD and a firm capacity of 35.0 MGD. Raw influent is pumped to the plant’s headworks via two 20-inch diameter force mains and then flows by gravity through the remainder of the facility.
The headworks consists of two center flow quarter inch diameter band screens and a bypass channel containing a manual bar rack. From the influent screens, the wastewater flows through a dual train aerated grit and grease removal unit before moving to a distribution box that splits flow to the three BioDenipho® BNR Treatment Process Trains (Trains A, B and C). Each BNR train has a four-stage anaerobic selector, two oxidation ditches, a three-stage post anoxic zone and reaeration zone.
Figure 2- BNR Phasing Schematic
Each process train has its own secondary clarifier and return activated sludge (RAS) and waste activated sludge (WAS) pump station. Flow is conveyed to each clarifier via 30-inch piping for Trains A and B, with wall pumps to enhance flow, and a 36-inch pipe in Train C, which does not require a wall pump. Each Clarifier is 130-foot diameter with a side water depth of 14 feet. Each RAS and WAS pump station consists of two RAS pumps, and one WAS pump each equipped with variable frequency drives (VFD). Each RAS pump has a pumping capacity of 4.0 MGD. The plant typically operates the RAS pumps at an average return rate of approximately 55 percent of the influent flow. Each WAS pump is designed for a capacity of 500 gallons per minute.
WAS is thickened to 2.7-2.8% using a gravity belt thickener (GBT) and the thickened WAS is then stored in one of two 750,000-gallon aerated sludge holding tanks prior to being hauled to the South Cary Water Reclamation Facility for drying into a Class A Biosolids product. Under our current operational scheme, the solids reside in the holding tank for approximately 12-15 days before being hauled. This short detention time results in a minimal amount of biological nutrient and mass reduction within the holding tank. Biosolids are hauled using contracted trucks that can hold 6000 gallons with each load. Due to travel and loading and unloading time, one truck can generally haul 7 loads per day between 7 am and 5 pm. A typical hauling week would be 48-56 loads hauled by two trucks over four days, generally Monday through Thursday. A fifth day of hauling or additional trucks can be added if the loads need to exceed 56 per week. Biosolids can also be hauled to the Western Wake Regional Water Reclamation Facility for drying into Class A biosolids, but due to current storage capacity limitations, only 4-5 loads per day can be hauled and processed there.
Secondary effluent from the clarifiers flows by a common 42-inch gravity line to the continuous backwash up flow sand filters. The sand filters have twelve filter cells with four individual backwash risers per filter cell. Discharge from each filter cell flows over a
Figure 3- NCWRF Simplified Process Flow sharp crested weir into an effluent channel and is combined and routed to the effluent Parshall flume.
After flowing through the Parshall flume, the water is directed to one of two medium pressure ultra-violet (UV) systems for disinfection. Water from the UV system flows over a serpentine weir and down cascade steps which provides effluent aeration. Aerated effluent is conveyed to Crabtree Creek through a 36-inch pipe that eventually reduces to 30-inches.
One of the workshops proposed as part of this project will evaluate alternatives for expanding the grit and grease removal facility constructed in 1994. Wastewater enters a specially designed channel where the flow velocity is controlled to allow heavy inorganic materials such as sand, gravel, coffee grounds, and other dense particles (grit) to settle to the bottom. Mechanical collection equipment then moves the accumulated grit to a hopper or collection point where it is removed for washing and disposal. Removing grit protects downstream pumps, piping, and treatment equipment from excessive wear and abrasion.
At the same time, grease, oils, and other floatable materials are separated from wastewater. Air or hydraulic flow patterns create conditions that allow these lighter materials to rise to the surface while the heavier grit settles. Surface skimmers collect the floating grease and direct it to a trough for removal and disposal. By removing both grit and grease early in the treatment process, the plant improves operational efficiency and reduces maintenance requirements for downstream treatment facilities.
Figure 4- Existing Grit & Grease Removal Structure
The project includes preparation of a comprehensive 25-year master plan for the expansion of the NCWRF, emphasizing the strategic utilization of existing facilities and infrastructure to accommodate future growth and operational needs.
