About this opportunity

Park City Municipal Corporation (PCMC) is requesting proposals for a comprehensive water rate study covering Single-Family Residential, Multi-Family Residential, Commercial, and Irrigation customer classes, with proposals due July 23, 2026 at 3:00 p.m. through the Utah Public Procurement Place (U3P) website.

The scope encompasses rate development for fiscal years 2028 through 2032, including a City Council goal-setting work session, revenue requirements analysis, cost of service analysis, rate design and structure evaluation, and public information and community outreach support. Key deliverables are a draft and final water rate report, minimum three City Council presentations (initial goal-setting, mid-study progress review, and final rate recommendation), and a public information toolkit. The project must be completed by March 5, 2027. PCMC serves approximately 5,700 residential and business connections and notes that Park City's water rates are among the highest in the country due to unique service challenges.

Evaluation criteria weight qualifications of identified individuals at 50 percent, relevant experience with similar projects including reference responses at 30 percent, understanding of Park City's water system and unique challenges at 10 percent, and fee proposal as the remaining factor. The respondent must submit an overall fee for the scope of services, hourly rate sheets for proposed personnel, a detailed cost estimate, and project timeline, with proposals limited to 10 pages. PCMC reserves the right to conduct interviews with highest-ranked respondents and to reject any or all proposals.

The selected service provider must maintain commercial general liability insurance of not less than $1 million per occurrence and $3 million aggregate, professional liability insurance of at least $1 million per occurrence, automobile liability coverage of $2 million combined single limit, and workers' compensation insurance as required by statute. Contracts with aggregate costs exceeding $100,000 require City Council approval. Written questions are due by 5:00 p.m. on July 17, 2026 via U3P. Proposals remain valid for 180 days after submission.
