About this opportunity
The City of Aurora Water Department is requesting proposals for professional engineering, asset management, statistical modeling, and software decision-support services to develop a potable water distribution main failure prediction and risk-based renewal planning system, with technical proposals due September 8, 2026, and a mandatory pre-proposal conference on August 18 at 10:00 a.m. via Microsoft Teams.
The City's Small Business Enterprise (SBE) Program requires large businesses awarded contracts exceeding $250,000 to demonstrate good faith efforts to subcontract no less than 10 percent of subcontracting dollars to SBEs.
The scope encompasses project management, data collection and quality assurance, historical backcast validation, five-year failure prediction modeling, consequence-of-failure analysis, engineering review and renewal recommendations, project grouping, scenario analysis, software platform deployment and configuration, technical reporting, training and knowledge transfer, and optional future updates. The City operates approximately 1,600 miles of potable water distribution pipelines and seeks to update and expand previous predictive modeling efforts to support the next five-year renewal planning horizon.
Technical proposals shall not exceed twelve pages. Evaluation criteria are validation approach (25 points), engineering recommendations and project grouping (20 points), project understanding and overall work approach (15 points), modeling and risk methodology (15 points), software platform functionality and usability (15 points), and relevant experience and project team qualifications (10 points).
No contract value is stated; compensation shall be negotiated during Phase 3. The contract term commences upon Aurora City Council approval and notice to proceed, with potential annual extensions subject to City Council approval and availability of appropriated funds. The procurement follows a three-phase qualifications-based procedure: Phase 1 (technical proposals due September 8), Phase 2 (interviews during the week of September 14), and Phase 3 (contract negotiation with top-ranked firm, with award notifications expected by the week of September 21). Questions are due August 24 at 2:00 p.m. Mountain Time. All proposals must be submitted electronically through BidNet.
